The HSR is borne by the sponsoring cantons St. Gallen, Schwyz and Glarus, which is based on a sponsoring agreement. Political representatives as well as exponents from the business world form the university council, which leads the HSR strategically. The university council comprises 4 representatives from the canton of St. Gallen, 2 representatives from the canton of Schwyz and one representative from the canton of Glarus. The representatives of the economy are at the same time the presidents of the specialist committees of the study courses.

The university management leads the university operationally. It consists of the Rector, the Vice-Rector for Education and the Vice-Rector aF & E as well as Continuing Education and the Administrative Director. Quality management, didactics / methodology and gender equality are attached to the school management as staff positions.

The 9 departments of the Administrative Directorate provide services for students and staff, and partly for external interested parties. These include departments such as university services, IT services or the library.
