Without specialists and engineers, this is currently hardly solvable. Unless you use zevvy... Imagine a middle-aged man named Klaus, who has just inherited a small apartment building. Now he gets bills for water and heating. How can he distribute this to the tenants? He cannot do it at will, because there are strict standards.
