Departmental Council of Haute-Garonne Achieves 8.6% Annual Energy Cost Reduction Across 250 Public Buildings with Ubigreen Energy Management Solution

The Departmental Council of Haute-Garonne (CD 31) manages 250 public buildings, mainly high schools. In 2018, they implemented Ubigreen Energy to monitor and optimize energy consumption (gas and electricity). The goal: reduce inefficiencies and finance a new energy team through generated savings. With real-time monitoring, alerts, and analytics, they identified major anomalies—such as heaters running during summer—and took corrective actions. Between 2018 and 2020, they achieved 4% savings on gas and 11% on electricity, resulting in €692,000 saved annually (8.6% of their €8M energy bill). The investment (€725,000 + €80,000/year) delivered ROI in just 15 months. The platform enabled CD 31 to reduce costs, improve energy performance, and support their sustainability goals.

Impact & Result

By reducing gas by 4% and electricity by 11% across 250 buildings, the Departmental Council of Haute-Garonne saved ~420 tons CO₂e/year. Ubigreen Energy helped detect anomalies and avoid waste. Annual savings: €692,000 (8.6% of €8M budget), ~€57,700/month. With €725,000 setup + €80,000 annual fee, ROI was achieved in 15 months and continues to grow.

Ubigreen Energy is an energy management software that aims at measuring, analyzing and improving the energy performance of buildings for commercial buildings, industrial sites and public buildings. For the implementation of a continuous improvement plan (ISO 50001, Tertiary Decree, etc.), a remote data reading system is an essential prerequisite. Thanks to it, we can build an inventory of the building, from the angle of its energy uses: detect leaks and malfunctions, define energy performance indicators, detect problems of service or maintenance and, finally, complete follow-up and reporting to technicians, operators, energy managers and company management. Associated with a system or an installation (electricity, natural gas, domestic hot water, etc.), remote reading makes it possible to monitor energy consumption, make internal re-invoicing, collect energy data and fluids according to consumer usage and identify sources of energy savings & equipment leaks and/or malfunctions.
